Sichuan Nanchong: Releases Practical Path for "Beautiful Nanchong Construction"
On the morning of June 4, the Nanchong Municipal Bureau of Ecology and Environment in Sichuan Province held a press conference on "Promoting the Construction of Beautiful Nanchong," chaired by Chen Jiao, Deputy Director of the Environmental Emergency and Accident Investigation Center of the bureau.
Zeng Xiaobing, a second-level researcher at the bureau, stated that in recent years, the Nanchong Municipal Bureau of Ecology and Environment has resolutely implemented the decisions and deployments of the central, provincial, and municipal governments. Guided by the municipal "1558" work plan, the bureau has continued to fight the battles for blue skies, clear waters, and clean land, striving to write a new chapter for the construction of a beautiful Sichuan in Nanchong. The bureau has made preliminary progress in three areas: "establishing institutional arrangements for Beautiful Nanchong Construction," "consolidating the environmental foundation for Beautiful Nanchong Construction," and "supporting the high-quality development of Beautiful Nanchong Construction." Currently, Nanchong is at a critical stage of systematically advancing the construction of a beautiful city. The city will focus on "environmental beauty, development beauty, homeland beauty, ecological beauty, and cultural beauty" to accelerate the formation of phased and landmark achievements in Beautiful Nanchong Construction. Key tasks include "intensifying pollution control," "strengthening the resolve to promote green development," and "enhancing public participation," ensuring continuous improvement in ecological and environmental quality, scientifically guiding the planning, layout, and construction of green and low-carbon industries, and establishing a robust environmental volunteer service system. The conference also briefly reported on the city's environmental quality in the first half of the year.
Wu Jiajiang, Deputy Director of the Langzhong Municipal Bureau of Ecology and Environment, introduced that Langzhong, one of the first counties selected for the "Pilot Program for Beautiful Sichuan Construction," has explored a new path of high-quality development characterized by "ecological beauty, industrial prosperity, cultural vitality, and governance excellence." This has provided a "Langzhong model" for Beautiful Sichuan Construction through initiatives such as "building long-term governance mechanisms to safeguard green development," "preserving cultural heritage to empower cultural and tourism integration," "strengthening green barriers to enhance development," and "activating green momentum to drive transformation and upgrading."
Zheng Wei, a member of the Party Leadership Group of the Nanbu County Bureau of Ecology and Environment, shared that Nanbu County has adopted a holistic approach to water environment, aquatic ecology, and water resource protection in the basin, systematically advancing the ecological protection and restoration of the Jialing River. The county has implemented five main measures: "adhering to planning guidance to follow a unified blueprint," "addressing prominent issues through two major actions to protect clear waters," "strengthening ecological restoration with three projects to promote water conservation," "building ecological corridors with four measures to showcase scenic beauty," and "establishing collaborative mechanisms with five efforts to ensure long-term sustainability." Additionally, the county has tapped into the ecological value of the Jialing River, integrating river and lake management, shoreline protection, and the construction of ecological garden cities, creating a governance model that combines ecological management with urban development, economic growth, and cultural tourism.
Ren Hongdong, Party Secretary and Director of the Peng'an County Bureau of Ecology and Environment, introduced the "Green Bracelet" rural ecological volunteer service team, the first of its kind in the province dedicated to rural environmental protection. After a pilot in Heshutown, the team has preliminarily established a "three-three" working mechanism. This includes a three-tiered structure ("county center, township stations, and village points") to address "where to act," three teams ("government environmental volunteers, professional technical volunteers, and diverse social volunteers") to address "who will act," and three mechanisms ("Party leadership, incentive points, and community oversight") to address "how to act."
