On the morning of October 30th, the press conference on air pollution prevention and control for autumn and winter 2026 in Nanchong City was held at the Nanchong Ecological Environment Bureau. Faced with the increasingly tight weather conditions for pollution in autumn and winter, local departments such as ecological environment, housing and construction, transportation, urban management, economic and information technology, and public security traffic management have made arrangements and deployed control measures in different fields.

The press conference was chaired by Chen Jiao, Deputy Director of the Environmental Emergency and Accident Investigation Center of the Municipal Ecological Environment Bureau.

Since the beginning of this year, the whole city has worked together to tackle the problem, and the air quality has continued to improve, "said Qin Haibo, a member of the Party Group and Deputy Director of the Nanchong Ecological Environment Bureau. Fireworks and firecrackers, straw burning, and ozone pollution control have been implemented effectively. As of the end of September, the average concentration of PM2.5 in Nanchong was 26.7 micrograms per cubic meter, a year-on-year decrease of 15%, ranking first among 15 key cities in the province in terms of improvement; The excellent day rate was 91.9%, an increase of 5.1 percentage points year-on-year; The number of polluted days decreased by 14 days year-on-year, ranking first among the 15 key cities in the province.

Entering autumn and winter, the prevention and control work has reached the stage of tackling, consolidating, and sprinting. Qin Haibo said that during this period, there were frequent occurrences of stable and temperature inversion weather, coupled with the impact of the super strong El Ni ñ o weather phenomenon. The uncertainty and instability of meteorological conditions increased significantly, which easily led to long-term and large-scale heavy pollution weather processes. Nanchong will fight a tough battle for pollution prevention and control in autumn and winter, focusing on five aspects: deepening industrial source governance, strictly controlling non-point source pollution, vigorously tackling dust pollution control, strictly controlling mobile source emissions, and solidly responding to heavy pollution weather.

Dust on construction sites is one of the key areas of control. Deng Jianping, member of the Party Group and Deputy Director of the Housing and Urban Rural Development Bureau of Nanchong City, introduced that in response to the frequent occurrence of heavy pollution weather in autumn and winter and the heavy task of dust control, the housing and construction department will strengthen efforts from four aspects: source control, process supervision, hierarchical management, and law enforcement inspection, to effectively manage dust control on construction sites.

Autumn and winter are not only the final battle period for highway construction, but also the high-level operation period for cargo transportation, where dust and mobile source emissions overlap. Jiang Yong, member of the Party Group and Deputy Director of Nanchong Transportation Bureau, said that the transportation department will strengthen the control of dust in highway engineering, control the dust on construction sites, manage the road environment, and strictly manage non road mobile machinery; At the same time, strengthen emission management in the automotive repair field, enhance road inspection and law enforcement, and strengthen the supervision of emission performance maintenance (repair) stations (M stations).

In terms of energy conservation and emission reduction in the industry, Nanchong will also promote the conversion of transportation equipment from oil to electricity, the transportation of goods from water to rail, and the conversion of public transportation from private to public.

The dust on urban roads, the debris from dump trucks, and the fumes from restaurants are all directly related to the daily lives of the people. Feng Zhicai, Secretary of the Party Committee of the Nanchong City Urban Management Administrative Law Enforcement Bureau, introduced that the urban management department focuses on five key areas: road cleaning and dust control, strict management of slag transportation, open burning control, catering fume control, and waste incineration power generation emission reduction. Precise measures and closed-loop management are implemented to safeguard the defense line against road dust and non-point source pollution.

The brick and tile kiln industry is another focus of this regulation. Jiang Hongbin, a fourth level researcher at the Nanchong Municipal Bureau of Economy and Information Technology, introduced that the Ministry of Economy and Information Technology is closely focusing on reducing total production capacity, implementing graded control, and improving quality transformation. By strictly controlling the total production capacity from the source to reduce pollution load, implementing graded control to accurately implement staggered production, adhering to regulatory services, and promoting the green and low-carbon transformation of the brick and tile kiln industry.

The treatment of motor vehicle exhaust requires departmental collaboration. Xu Hongtai, the captain of the Order Brigade of Nanchong Traffic Management Detachment, introduced that the public security traffic management department will further strengthen the control of trucks entering the city, do a good job in policy propaganda and interpretation, and guide drivers to consciously abide by the traffic restrictions; At the same time, we will deepen the joint supervision and law enforcement model of "ecological environment department testing and evidence collection, public security traffic management department implementing penalties, and transportation department supervising and repairing", and do a good job in emergency response to heavy pollution weather, while improving traffic efficiency and reducing motor vehicle exhaust emissions.
