All-Staff Participation, Layered Protection, and Building a Strong Campus Safety Line of Defense

On April 28, in order to effectively ensure the safety and stability of the campus, Nanchong Film Industry Vocational College held a special meeting on safety and stability work in the third conference room. The meeting was presided over by Vice Party Secretary and Executive Vice President Zou Peng, and was attended by all school leaders as well as the heads and deputy heads of the secondary colleges and departments, who jointly discussed and reached a consensus on campus safety and stability work.

At the beginning of the meeting, the head of the Security Office conducted an in-depth analysis of the current safety and stability situation of the school. He comprehensively reviewed potential safety hazards from multiple dimensions, including political security, campus public security, and student daily management, and put forward targeted prevention and control suggestions. The head of the Logistics Department focused on the food safety situation, detailing the management of the school canteen's food procurement, processing, and tableware disinfection processes. He emphasized the importance of food safety for the health of teachers and students, and stated that continuous efforts would be made to strengthen supervision to ensure the safety of what teachers and students eat.

Subsequently, Vice Party Secretary and Executive Vice President Zou Peng put forward specific requirements for how to do a good job in the school's safety and stability work. He pointed out that first, it is necessary to recognize the situation, raise the level of consciousness, and truly enhance the sense of urgency in doing safety work. All faculty and staff should deeply understand the requirements of higher authorities regarding safety and stability work, closely combine the characteristics of the school's safety management work, adhere to the problem-oriented approach, deeply analyze the situation of the school's safety work, and enhance safety awareness. Second, it is important to focus on key points, implement precise policies, and truly build a strong line of defense for safety and stability. It is necessary to hold the political bottom line, build a "firewall" for safety management, and intensify the rectification of key areas to weave a dense safety protection net. He emphasized the need to focus on teaching safety, fire safety, and life protection, especially in areas such as student psychological safety, preventing crimes of passion, preventing sexual assault, food safety, and campus public security and traffic safety, to ensure that campus safety leaves no blind spots. Seasonal risks should also be addressed, with advance contingency plans for extreme weather, drowning prevention, and holiday safety, enhanced education and publicity, and improved safety awareness and emergency response capabilities for teachers and students. Third, it is essential to improve mechanisms,compaction responsibility, and promote the implementation of safety work. In strict accordance with the principle of "three musts for three types of management," the responsibilities of school leaders as the primary persons in charge of safety work should be clarified, and they should take the lead in safety work. Safety education should be strengthened, safety measures implemented, emergency response capabilities enhanced, and technology used to empower safety work. Information technology should be used to deepen safety education and improve the precision and effectiveness of safety work.

Principal Li Taibin further emphasized the school's safety and stability work at the meeting. He required that first, the political level of consciousness should be raised. All units must firmly establish the concept that "safety is no small matter, life comes first, and safety is paramount," and compaction safety responsibilities at all levels. With the approach of holidays, it is essential to do a good job in holiday safety education and protection, strengthen the sense of responsibility of all teachers and students, and form a good situation of all-staff participation and responsibility at all levels. Second, focus on the governance of key issues and carry out hidden danger inspections. It is necessary to focus on facility safety, including fire safety, student safety education, and mental health screening, while strengthening holiday duty shifts to ensure campus safety and stability. Third, focus on public opinion control and infectious disease prevention and control. A sound mechanism for public opinion monitoring and disposal should be established to respond in a timely manner to the concerns of teachers and students; strengthen the publicity of infectious disease prevention and control knowledge, implement various prevention and control measures, and ensure the health of teachers and students. Fourth, strengthen home-school collaboration. Adhere to the "three in place" principles of safety work, namely, being in place in thought, inspection, and responsibility, and implement a "zero tolerance" and "one-vote veto" system for units where safety accidents occur. Strengthen communication and cooperation with parents to jointly create a safe and harmonious learning and living environment for students.
