Sichuan Yingshan: "Supporting" the Hope of Revitalization

In September 2023, the bottom-line support work for less developed counties in Sichuan Province officially commenced. Over the past year, Yingshan County in Nanchong City, Sichuan Province, has seized the policy dividends and leveraged the strength of supporting units to expand industry, optimize agriculture, enhance welfare, and boost revitalization development, injecting new vitality into the high-quality economic and social development of the locality.

Establishing Mechanisms to Weave a Dense Support "Network"

On December 26th, the Yingshan County branch of Guobao Life Insurance officially inaugurated on Jingyang Avenue in Yingshan County. At the ceremony, the branch made on-site donations to representatives of needy teachers and staff, as well as to Puyan Village in Qingshan Town.

It is understood that Guobao Life Insurance Yingshan County branch has implemented a support plan for needy teachers and staff, donating 220,000 yuan in cash to 110 needy teachers and staff in Yingshan, and 60,000 yuan to Puyan Village in Qingshan Town. The branch, directly managed and independently accounted for by the headquarters, will retain all profits from government expenditure insurance projects in Yingshan, contributing to local welfare and supporting revitalization development.

"Currently, eight support units are assisting Yingshan, injecting new vitality into the economic and social development of Yingshan," a person in charge from Yingshan County's Bottom-Line Support Office told the author. The Sichuan Provincial Market Supervision Administration serves as the contact support force, Nanchong City as the provincial pairing support force, China National Chemical Engineering Corporation and Guobao Life Insurance Co., Ltd. as the state-owned enterprise "three-level joint support" forces, and the Social Work Department of the Sichuan Provincial Committee, Sichuan Exit Entry Border Inspection General Station, Nanchong Cultural Tourism Vocational College, and Xingye Bank Chengdu Branch as the designated support forces. On this basis, the province has additionally dispatched four enterprises (associations) including the Shaanxi Chamber of Commerce in Sichuan, Sichuan Chuanlian Photovoltaic Industry Association, Sichuan Huanan Information Industry Co., Ltd., and Sichuan Quxin Group to assist in Yingshan.

It is understood that the county insists on regarding bottom-line support as a significant development opportunity, Organized and held more than 30 meetings including the County Committee Standing Committee Meeting, County Government Executive Meeting, and Special Class Meeting, and to deeply research provincial and municipal support measures. A working system of "one indicator, one special team, one set of plans" has been established, and eight working groups including an indicator drive group, project construction group, and industry cultivation group have been innovatively set up, clarifying the functions, responsibilities, and specific issues to be resolved by each group, providing support for orderly work advancement. In addition, Yingshan has closely followed 24 special support policies, carefully planned and implemented a series of major projects in areas such as industrial development, water conservancy, transportation, and ecological and environmental protection, in line with local realities.

With the support of bottom-line support policies, Yingshan County has fully utilized the financial resources of supporting parties to provide strong support for industrial development, with Guobao Life Insurance helping county enterprises coordinate financing of over 700 million yuan this year.

At the same time, Yingshan County has promoted 12 enterprises to become labor subcontractors of the supporting state-owned enterprise China National Chemical Engineering Corporation and its affiliated enterprises, adding courses related to construction, electrical component repair, etc., at Yingshan Vocational High School, helping more than 1,200 students improve their employment skills.

Expanding Industry and Playing a Good Game of Support "Chess"

On December 27th, in the workshop of Sichuan Mazak Intelligent Technology Co., Ltd. in the Yingshan Economic Development Zone, workers in uniform were busy with cutting, shaping, assembling, inspecting, assembling, debugging, and packaging. A new machine tool can only be shipped after going through multiple strict processes.

Established in 2020 and covering an area of 25 acres, Sichuan Mazak Intelligent Technology Co., Ltd. is a modern enterprise specializing in the development, design, production, and sales of CNC machine tools. Currently, the company has more than 40 production personnel and 9 R&D personnel.

"Thank you to the Provincial Market Supervision Administration for conducting training for our company and bringing our enterprise managers to the supporting units for on-the-job training, from which we have benefited a lot," said Fang Hui, the person in charge of Sichuan Mazak Intelligent Technology Co., Ltd. As a national high-tech enterprise, the company has developed the first generation of CNC machine tools, the second generation of CNC turning and milling compound machines, and other products. With the help of the Provincial Market Supervision Administration, its products have been sold to Zhejiang, Guangdong, Chongqing, Shaanxi, Hunan, and other places, and have even been exported to Southeast Asia, achieving good market feedback.

Sichuan Mazak Intelligent Technology Co., Ltd. is one of the enterprises that have benefited from the bottom-line support work. Youlait, Chuanbei Cable, Zhongqisheng Auto Technology, and 15 other enterprises have successively developed 29 new products, continuously improving their supporting capabilities with supporting parties and affiliated enterprises, effectively enhancing the matching degree of county products with the procurement needs of supporting parties.

The person in charge of Yingshan County's Bureau of Commerce and Foreign Affairs told the author that since the bottom-line support work was carried out, 10 enterprises including Dehua Electric have become targets for brand cultivation at the provincial and municipal levels. Focusing on the "machinery and parts, electronic information" two leading industries, the supporting parties have identified 5 enterprises in the county as key enterprises for bottom-line support, recommended 83 products from 19 auto and motorcycle parts enterprises to the Sichuan-Chongqing Automobile Association, and organized more than 30 enterprises to visit Yingshan for inspection and negotiation, making every effort to extend, supplement, and strengthen the industrial chain.

"Bottom-line support is a significant opportunity to promote the revitalization and development of Yingshan, and to catch up and surpass," the person in charge of Yingshan County's Bureau of Commerce and Foreign Affairs told the author. The supporting units have built a "direct supply channel" between county enterprises and large enterprises and supermarkets in the province and other terminal markets, successively promoting 10 enterprises and 166 products to cooperate with large supermarkets such as Hongqi Chain, Yonghui, and Wu Dongfeng through the Sichuan Automobile Industry Association and other associations (associations).

It is understood that since the bottom-line support work was carried out, the supporting parties have successively invited 48 enterprises to inspect Yingshan County, recommended 17 investment information, and facilitated 7 enterprises to sign contracts in Yingshan. The supporting parties have carried out 5 enterprise management training sessions in Yingshan County, with more than 110 enterprise managers from Yingshan County training on the job at supporting units; integrated resources from Qihua Construction and Guobao Life Insurance to help 12 enterprises in Yingshan successfully apply for provincial specialized,精细化, and characteristic new enterprises.

From January to November 2024, Yingshan has signed 31 manufacturing projects, added 13 large-scale industrial enterprises above the designated size, with a total of 123, and the total output value of large-scale industry reached 14.4 billion yuan. The industrial receipt income was 6.999 billion yuan, a year-on-year increase of 48.6%, ranking first in the city. Relying on the platform and resource advantages of the supporting parties, 10 enterprises in Yingshan have entered the procurement catalog of the supporting parties and their affiliated enterprises, with sales reaching 50 million yuan.

Wealth-Increasing and Income-Increasing, Multi-Point Support "One Heart"

On December 27th, in the "Chuanyou 81" rapeseed planting base of Longyan Village, Xiaoqiao Town, Yingshan County, the rapeseed seedlings were lush and pleasing, and more than 10 villagers were busy picking rapeseed sprouts.

It is understood that the rapeseed planting base is supported by Guobao Life Insurance for development. As a rapeseed variety for both "oil and vegetable" use, it can be used as a vegetable, and rapeseed sprouts can be harvested about 3 times per season, and rapeseed can also be harvested. At the end of December every year, when the rapeseed begins to "rush out of the bud", the sprouts, which are broken off 15 centimeters from the tip of the vegetable, are crisp, sweet, and without sinews, making them an excellent edible dish. The first picking of individual rapeseed sprouts can yield 150 kilograms per acre; after top-dressing, individual rapeseed sprouts can grow 3-5 new sprouts, and after about 15 days of growth, a new round of rapeseed sprouts will enter the harvest period again.

"It is estimated that the income per acre can reach 2,000 yuan per season," said Jiang Ziwei, Chairman of the People's Congress of Xiaoqiao Town.

It is understood that Qihua Construction, Guobao Life Insurance, and other supporting parties have jointly carried out annual support for 13 townships and 29 villages, jointly promoted the planting of "Chuanyou 81" more than 20,000 acres, and characteristic Chinese medicinal materials 2,000 acres; organized more than 700 people to undergo skill training in construction, insurance agency, financial management, breeding, and planting; provided free group accident insurance coverage of 435 million yuan for 12,000 disabled people and poverty alleviation (monitoring) households in the county; introduced Sichuan Kangshuo Feng Agricultural Science and Technology Co., Ltd. to cooperate with the county's investment and agricultural investment companies in agricultural product processing cooperation, and promoted land transfer with the supported townships to drive the collective economic development of the supported villages.

Those who do often succeed, and those who act often arrive. Under the guidance of the bottom-line support policy, Yingshan County is accelerating its transformation from being less developed to revitalization and rise. Behind this is the change brought about by the bottom-line support. Through support, both the supporting and supported parties work together to find "gaps" and make up for "shortcomings", enabling Yingshan County to achieve comprehensive revitalization and development.
