Yingshan, Sichuan: The Chinese People's Political Consultative Conference (CPPCC) provides a diagnosis and prescription for food safety

Food is of paramount importance to the people, and safety comes first when it comes to food. On September 26th, the Political Consultative Conference of Yingshan County, Nanchong City, Sichuan Province, launched a targeted consultation activity on "strengthening the construction of the food safety governance system". Through a combination of field research and thematic discussions, it gathered wisdom and strength to safeguard the "safety on the tongue" of the masses. Feng Wei, Vice Chairman of the County Political Consultative Conference, led a team to visit enterprises and testing institutions, and emphasized at the consultation meeting that food safety is the "bottom line of people's livelihood, the main line of development, and the political red line", and must be built with the "four strictest" standards to strengthen the safety defense line.

In the morning of that day, members of the Social Law Committee of the County Political Consultative Conference visited Yingshan Fatou Xianpinhui Management Service Co., Ltd. and Yingshan County Product Quality Metrology Inspection and Testing Institute, conducting on-site inspections of key links such as agricultural product cold chain logistics and food rapid testing laboratories, and gaining a detailed understanding of the full chain supervision process from "field to table". At the subsequent negotiation symposium, the county and city supervision bureaus reported on the progress of food safety governance work in the entire county. The county agriculture and rural bureau, education and sports bureau, health bureau and other departments analyzed the shortcomings in areas such as source control, campus food safety, and risk monitoring.

It is suggested to establish a cross departmental data sharing platform to achieve interconnectivity of regulatory information. The frequency of spot checks on weak links such as rural family banquets and online ordering should be increased. The committee members directly addressed the pain points and put forward more than 20 targeted suggestions, covering multiple dimensions such as smart supervision, standard improvement, and social governance. The person in charge of the county and city supervision bureau responded on site, stating that they will sort out the opinions one by one and include them in the annual key work plan.

In the current field of food safety, there are still problems such as insufficient supervision at the source and ineffective departmental coordination mechanisms. Feng Wei said in his speech that we must adhere to a problem oriented approach and promote the transformation of the "suggestion list" into a "performance list". Strengthen the responsibility of committee members and continuously track their effectiveness through channels such as proposals and public opinion; Consolidate the joint efforts of governance and build a governance pattern of "government led, corporate responsibility, and social participation".

It is reported that since the beginning of this year, the Yingshan County Political Consultative Conference has conducted 6 special consultations on livelihood hotspots, promoting the resolution of 23 livelihood issues such as the renovation of old residential areas and rural road security. Next, the County Political Consultative Conference will conduct special research on the construction of the food safety governance system, and form a research report to be submitted to the County Party Committee and Government, providing reference for scientific decision-making.
