On May 19th, the Sichuan Provincial Vocational Education Exchange Conference for Persons with Disabilities was held at the Nanchong Special Education School, concurrently with the signing and awarding ceremony of the Sichuan Provincial Vocational School for Persons with Disabilities. Huang Weide, member of the Party Group and Vice Chairman of the Provincial Disabled Persons' Federation, Cai Cunming, Second level Inspector of the Provincial Department of Education, and Ouyang Mei, Deputy Mayor of Nanchong City People's Government, attended the event.

Huang Weide pointed out in his speech that the holding of this exchange meeting and the signing and listing of Sichuan Province's secondary vocational schools for disabled persons are a concrete practice of practicing the value orientation of "equality, integration, and sharing", closely following the development deployment of special education during the 15th Five Year Plan period, filling the gaps in secondary vocational education for disabled persons, optimizing the layout of special education, and promoting the improvement and efficiency of special education. It marks a new stage of standardized and high-quality development of secondary vocational education for disabled persons in our province. He emphasized that firstly, we must adhere to the original intention of running the school and firmly grasp the direction of educating people. To implement the fundamental task of cultivating virtue and nurturing people, strengthen ideological and political guidance, and guide disabled students to become new generations with ideals, abilities, and responsibilities; The second is to focus on the main responsibilities and businesses, and create distinctive brands. We need to scientifically formulate the school's construction plan for the next five to ten years, follow the trend of digital technology development, optimize the professional settings, enhance the vocational skills and employment competitiveness of disabled students, and create a vocational education brand for disabled people with Chinese and Sichuan characteristics. The third is to strengthen the construction of connotation and improve the quality of education. We need to accelerate the cultivation of special teacher resources and management teams, improve teaching facilities and equipment, deepen the integration of industry and education and school enterprise cooperation, establish professional training bases, promote precise integration of teaching and employment, and help disabled students achieve "academic success" and "career advancement". The fourth is to deepen collaborative efforts and consolidate development synergy. Schools should actively strengthen communication and coordination with education, human resources and social security, finance and other departments, as well as enterprises and social organizations, to build a "government school social enterprise" collaborative education system, play a demonstrative and leading role, and drive the overall improvement of vocational education for disabled people in the province.
In her speech, Ouyang Mei, on behalf of the Nanchong Municipal Party Committee and Government, welcomed all the leaders and guests who attended the event, and expressed gratitude to the Provincial Department of Education, Provincial Department of Finance, Provincial Disabled Persons' Federation, and all sectors of society for their long-term concern and support for the development of disability and special education in Nanchong. She pointed out that the establishment of Sichuan Provincial Vocational School for Persons with Disabilities in Nanchong is a full recognition of the special education work in Nanchong by the Provincial Party Committee, Provincial Government, and Provincial departments. It is also a valuable opportunity for Nanchong City to strengthen vocational education for persons with disabilities and create a highland for education. At the signing and awarding ceremony, Cai Cunming read out the "Letter from the Education Department of Sichuan Province on Supporting the Construction of Sichuan Disabled Vocational School by Special Education School in Nanchong City" and awarded the school the plaque. The main responsible officials of Nanchong Education and Sports Bureau accepted the plaque.

Under the joint witness of the attendees, Huang Weide and Ouyang Mei respectively represented the Provincial Disabled Persons' Federation and the People's Government of Nanchong City to sign the "Strategic Cooperation Framework Agreement for Building Sichuan Provincial Vocational School for Persons with Disabilities".

After the ceremony, the attendees visited the exhibition of achievements in vocational education for disabled persons and conducted exchanges and discussions on the theme of "Adapting to the development requirements of vocational education for disabled persons in the new era and promoting the high-quality development of vocational schools for disabled persons". The responsible persons of special education institutions within and outside the province, as well as the disabled persons' federations of various cities (prefectures), spoke one by one, exchanging experiences in running schools and discussing development plans together.

Sichuan Vocational School for Persons with Disabilities, approved and supported by the Education Department of Sichuan Province in December 2025, is jointly established by the Sichuan Disabled Persons' Federation and the People's Government of Nanchong City. It now offers five majors: Fashion Design and Craft, Art Design and Production, Chinese Cuisine, Modern Home Service and Management, and E-commerce. It recruits hearing-impaired, mildly intellectually disabled, and disabled students who have completed compulsory education throughout the province. In the future, the school will anchor the development goals of "first-class in the province, demonstration in the western region, and well-known in China", adhere to the cultivation of moral character and skill empowerment, deepen the integration of general and vocational education, improve quality and efficiency, and make every effort to build a benchmark for secondary vocational education for disabled people in the western region, leading the high-quality development of special education and vocational education for disabled people in the province.
