Nanchong, Sichuan: Creating a new picture of beautiful countryside and promoting the county's development model in stages

On the morning of May 18th, a press conference on the construction of beautiful rural areas in Nanchong City was held at the Municipal Ecological Environment Bureau. Liu Zheng, member of the Party Group and Deputy Director of the Municipal Ecology and Environment Bureau, introduced that on November 27, 2025, the Municipal Ecology and Environment Bureau, together with nine municipal level units including the Municipal Agriculture and Rural Bureau, jointly issued the "Nanchong City Beautiful Rural Construction Promotion Plan", focusing on four key tasks: creating a picture of characteristic beautiful rural areas, improving the quality of rural ecological environment, promoting green and low-carbon development of agriculture, and enhancing the ecological livability of rural areas. Through an annual and hierarchical county-level promotion model, the ecological background of rural revitalization is systematically planned.

The 'Plan' outlines a clear timetable and roadmap: by 2027, the city will complete the task of building four whole counties into beautiful rural areas, with the southern counties and Yilong counties being the first to be completed in 2025, Xichong County being promoted in 2026, and Peng'an County being promoted in 2027; At that time, agricultural non-point source pollution in key areas will be effectively contained, and black and odorous water bodies in rural areas will be basically eliminated. Looking ahead to 2035, the beautiful countryside in the city will be basically completed, and the green production and lifestyle in rural areas will be widely formed. The pastoral scenery of "beautiful mountains and clear waters, bird songs and fragrant flowers" will reappear in the countryside of Guocheng.

As a key county for the construction of beautiful rural areas in Sichuan Province in 2025, Nanbu County adheres to the coordinated promotion of urban and rural areas, with the overall goal of creating a beautiful whole. Through the systematic measures of "one goal, two integrations, three guarantees, four protections, and five governance", Nanbu County strives to draw the "Fuchun Mountain Residence Map" for the new era. As the only county in Nanchong City to carry out the task of promoting the whole county in 2026, Xichong County strictly adheres to the 13 basic indicator system of Sichuan Province, and strives to build a creation system with the three key points of "responding to orders, strengthening the responsibility chain of guarantee and compaction, and gathering strength to overcome shortcomings and weaknesses". The creation work has entered a critical stage of decisive victory.

From top-level policy design to county-level practical exploration, Nanchong is promoting the deepening and implementation of beautiful rural construction with the concept of ecological priority and green development. With the orderly development of the whole county's promotion mode, a new picture of strong agriculture, beautiful rural areas, and rich farmers in the rural areas of Bashu is slowly unfolding by the Jialing River.
