In order to thoroughly implement the deployment requirements of the higher authorities on safety and stability work, and further consolidate the responsibility of campus safety work, on April 22, Nanchong Film Industry Vocational College held a safety and stability work conference in the multifunctional hall of the Literature and Art Center. The meeting was chaired by Ouyang Ming.

At the meeting, Ouyang Ming made a comprehensive deployment for campus security and stability work in 2026. We have conducted an in-depth analysis of the new situation and risks facing campus security, focusing on three aspects: improving political standing, focusing on key tasks, and ensuring work implementation. We have systematically arranged work in eight key areas, including ideological security, fire safety, campus security prevention and control, campus traffic management, student mental health, food hygiene and safety, practical training and safety, and telecommunications fraud prevention. We have clearly put forward the "Five Ones" mechanism for normalizing security and stability work and the "Four Nos" work objectives, requiring the whole school to firmly establish the concept of "safety first, life first", strictly implement the "whoever is in charge, who is responsible; whoever is on duty, who is responsible", and resolutely hold the bottom line of campus security and stability.

In order to tighten and consolidate safety responsibilities at all levels, a signing ceremony for safety and stability work responsibility agreements was held at the meeting. Representatives from secondary colleges and functional departments took the stage one by one to sign the responsibility agreements, decomposing safety responsibilities into positions, implementing them to individuals, and specific tasks in the form of "military orders", and building a responsibility system of hierarchical responsibility and closed-loop management.

In his concluding speech, Zou Peng pointed out that schools are at a critical stage of planning for development, promoting evaluation and construction, and advancing educational and teaching reforms. Safety and stability are the fundamental prerequisites and important guarantees for high-quality development of schools. It is necessary to always maintain a clear mind, enhance awareness of potential risks, and resolutely overcome complacency and lucky mentality. He emphasized that the whole school should raise its political stance and face risks and challenges with bottom line thinking; We need to focus on key aspects such as political security, key areas, fire safety, and daily management, implement systematic policies and precise prevention and control, and comprehensively build a strong campus safety protection network; We must tighten the responsibility chain with a strong work style, strengthen the investigation and rectification of hidden dangers, enhance the construction of the safety team, strictly implement the requirements of "joint responsibility of the Party and the government, dual responsibility of one position, joint management, and accountability for dereliction of duty", and ensure the sustained and healthy development of various undertakings in the school with high-level safety.

The convening of this meeting further unified our thinking, clarified our goals, consolidated our responsibilities, and gathered our strength, demonstrating the school's firm determination to shoulder the political responsibility of campus safety and safeguard the safety of teachers and students' lives and property.
