Since the 14th Five Year Plan, Yingshan County in Nanchong City, Sichuan Province has deeply implemented the water management concept of "water conservation priority, spatial balance, systematic governance, and dual pronged efforts", focusing on three core areas: ensuring water supply for people's livelihoods, tackling major projects, and protecting ecological rivers and lakes. Strong guarantee of water supply for people's livelihood, moistening every household and warming the hearts of the people

Safe drinking water is a concern for millions of households.

In the early spring of Yingshan, the chill has not completely dissipated, but at the site of the first phase of the urban and rural water supply standardization construction project, there is a surging wave of enthusiasm: two large tower cranes stretch their long arms and run back and forth, dozens of workers bend down to tie steel bars, some pour water plant sedimentation tanks, and some install filter templates... The roar of machines, the binding of steel bars, and the shouting of workers interweave, playing the "song of progress" for the construction of livelihood projects.

This project is one of the core projects for the construction of livelihood water conservancy in Yingshan County during the 14th Five Year Plan period. It is also a key measure for the county party committee and government to focus on the urgent and difficult problems of the masses, and to fully promote the integration of urban and rural water supply. The total investment reaches 1.3 billion yuan, covering the construction of two standardized core water plants, a 500km water transmission and distribution network, and supporting ancillary facilities. Livelihood water supply is no small matter, and comprehensive guarantee is the key. In response to drought prone and water scarce areas such as Shuangliu Town and Yuezhong Township, Yingshan County has implemented precise policies and addressed both symptoms and root causes. A total of 446 emergency water source wells have been specially planned and constructed, with a cumulative investment of more than 15 million yuan. The daily water output of a single well is not less than 30 cubic meters, forming a drought resistant emergency water source network that covers the entire area, draws water nearby, and responds quickly.

Major projects overcome difficulties, and infrastructure is more complete

Focusing on the shortcomings of water conservancy infrastructure, Yingshan County is fully committed to tackling major water conservancy projects, opening up the "main artery" of water transmission, strengthening flood control "safety dams", and using engineering hard support to build a solid water conservancy foundation for the economic and social development of the county.

On February 6th, we entered the construction site of the Tutangping Tunnel in the first phase of the Tingzikou Irrigation District (Yingshan section). The newly completed tunnel has a smooth and flat inner wall, and the concrete lining work is progressing in an orderly manner. The construction personnel wear reflective vests, hold vibrating rods, and carefully pour concrete on the side walls of the tunnel to ensure that the lining quality meets the standards.

This Tutangping Tunnel is a key control project in the Yingshan section of Tingzikou Irrigation District, with a total length of 3.2km and a maximum burial depth of 120m. It is reported that the first phase of the Tingzikou Irrigation District project (Yingshan section) has a total investment of 1.15 billion yuan, involving the construction of 6 tunnels, 12km open channels, and supporting buildings. Currently, all 6 tunnels have been connected, and the open channel project has been fully completed, and the final supporting work is underway. After the completion of the project, the water system of Xingfu Reservoir will be connected to the surrounding irrigation areas, with an additional irrigation area of 120000 acres, benefiting nearly 200000 people in Yingshan and Peng'an.

At the same time, the reinforcement project for four small and dangerous reservoirs, including Mugaoqiao and Longgang, is also under construction.

These four reservoirs were built in the 1970s, but due to their long operating years, there are safety hazards such as dam leakage and aging spillways. Liang Xiong, the head of the construction and installation department of the county water affairs bureau, introduced that the total investment for this risk elimination and reinforcement project is 12 million yuan, which will comprehensively renovate and upgrade the reservoir dam body, spillways, water pipelines and other facilities. After the completion of the project, the four reservoirs will restore their storage capacity of 1.8 million cubic meters, which will not only eliminate safety hazards, but also further ensure the irrigation and flood control safety of the surrounding three towns.

It is reported that by the end of 2025, Yingshan County has completed the construction of 30 key mountain flat ponds and 14 water damage restoration projects, continuously improving the water conservancy infrastructure network, and laying a solid water conservancy foundation for the economic and social development of the county.

Ecological river protection and barrier construction paint a new picture of livability

Water conservancy is the lifeline of people's livelihood, and ecology is the foundation of development. On February 5th, at the construction site of the Shuanghe River Channel Treatment Project in Shuangliu Town, Yingshan County, a bustling scene unfolded. Workers were carrying out PET ecological slope protection operations in an orderly manner, mixing materials, laying slope protection structures, and compacting and reinforcing them. Each process was rigorous and meticulous, fully promoting the construction of the project.

The governance scope starts from the bend in the upper reaches of Yangjiawan in Houbao Village in the north and ends at the confluence of the right bank branch ditch in Changzhen Town in the south, accurately covering the key areas of river safety and ecological governance that the people are most concerned about.

In addition to the Shuanghe River, Yingshan also implements flood control measures for small and medium-sized rivers in the Huangdu Town section of the Liuhe River, the Lushui section of the Liuhe River, the Dongsheng Town section of the Yingshan River, the Luoshi Town section, and the Xinghuo Town section of the Zhongtan River, building a water conservancy ecological governance pattern of "multi river co governance and comprehensive improvement".
