The winter and spring seasons are the golden period for water conservancy construction. At the site of the ongoing construction and modernization projects in Yanjing and Chapan irrigation areas in Yingshan County, Nanchong City, Sichuan Province, excavators swing their long arms to repair channels, loaders efficiently transport soil and stone, mortar transport vehicles shuttle back and forth, and nearly 300 workers go to nearly 20 work sites for synchronous construction. The construction party has refined the construction tasks of the 74 kilometer backbone canal system and the 36 kilometer final canal system to days in accordance with the requirements of "reverse schedule and hanging map operation". Strictly control quality and build a defense line with a dual approach
Build a "specialized management+group management" regulatory system to strengthen the defense line of engineering quality and safety. Strictly implement the "five in one" quality control system of project legal person responsibility, supervision unit control, construction unit guarantee, audit tracking and supervision, and project special team guidance, and organize representatives of all parties involved in the construction to sign quality commitment letters; The specialized office, project owner, and supervisor coordinate the allocation of manpower and material resources, establish a mechanism of "leadership responsibility and technical personnel responsibility", and conduct weekly and irregular inspections of quality, progress, and other aspects at various construction sites; Strictly implement the four level inspection mechanism of "construction self inspection, supervision level inspection, third-party sampling inspection, and supervisory department flying inspection", and carry out "full coverage, no blind spots" inspection on key indicators such as channel section size, concrete thickness and strength. The inspection records are kept and archived throughout the process to ensure traceability and backtracking. In the second section of the Yanjing Irrigation District, three instances of substandard formwork and two instances of honeycomb and rough surface in the concrete pouring were found, and the construction unit was immediately ordered to stop work for rectification and rework. The construction process was resumed only after passing the third-party re inspection according to the specifications; Inviting water conservancy experts and design units to provide on-site guidance, optimize construction processes, and standardize operating procedures for technical difficulties such as the renovation of open and closed channels and the installation of culverts. Synchronize the establishment of a public supervision system, establish a closed-loop mechanism of "public feedback, dedicated personnel verification, time limited rectification, and timely response" by publishing supervision phone numbers and inviting village supervision representatives, guide the people along the line to actively participate in daily project supervision, encourage them to take photos and report problems such as non-standard construction and quality hazards at will, and make the masses become civil supervisors of project quality and safety. Through the linkage mode of "specialized management and overall supervision+group management and supplementary positions", weave a dense network of engineering quality and safety supervision.
The total investment for the renovation project of Yanjing and Chapan irrigation areas is 110 million yuan, with a construction period of six months, covering towns and villages such as Dongsheng, Luoshi, and Wanglonghu. After completion, it will increase or improve the irrigation area by 52700 mu, providing a solid guarantee for building the water conservancy foundation of the "Tianfu Granary". At present, the project construction is in a critical stage of a hundred day battle.
