Optimizing the business environment to safeguard the development of private economy

On June 27th, the Judicial Bureau of Yingshan County, together with the County Federation of Industry and Commerce, held the second "Enterprise Service Lecture Hall" event in Yingshan Economic Development Zone in 2025. Lawyer Liu Dan, equity partner and head of the Enterprise Compliance Department at Sichuan Yuanxu Law Firm, gave a lecture on the "Law of the People's Republic of China on the Promotion of the Private Economy", focusing on analyzing the core provisions and practical applications of the law for private enterprises in market access, financing support, technological innovation, standardized operation, and rights protection. In the interactive session, the Yingshan County Judicial Bureau invited lawyers Kang Weimin and Ran Wei from the county's private enterprise legal service team to participate, focusing on the financial and tax risks, contract management, and labor and personnel aspects that enterprises are particularly concerned about for "pulse diagnosis", and put forward practical and feasible legal opinions and risk prevention suggestions.

At the same time, provide tips and legal guidance on potential intellectual property infringement risks, technical confidentiality, and other legal issues that may be involved in product development and production processes, to help enterprises effectively avoid potential legal risks.

Establish administrative reconsideration service points in county public legal service centers, economic development zones, and other places, establish green channels for administrative reconsideration of market entities, and give priority to accepting their administrative reconsideration applications. Invite the legal service team of private enterprises in the county to conduct on-site visits and research on various private enterprises within the county, sort out the legal service needs of enterprises one by one, carefully answer legal problems encountered by enterprises in daily operations, guide enterprises to form a legal consciousness of listening to lawyers' opinions on major decisions and legal affairs, and hire lawyers to assess the pulse of major projects. According to statistics, since 2024, the Yingshan County Judicial Bureau has organized professional legal service personnel to carry out legal publicity, legal examinations, and other activities for more than 230 enterprises. Based on the needs of enterprises and the problems found during enterprise examinations, 10 special legal lectures have been held. With the support of grassroots judicial offices, 26 legal service enterprise activities have been carried out, assisting private enterprises in clearing accounts receivable of 148 million yuan.

Building a digital platform to achieve intelligence in social correction work

On June 20th, 30 members of the Yingshan County Political Consultative Conference organized a visit to the county community correction center to observe and gain a detailed understanding of the intelligent management platform that integrates video conferencing, remote inspection, emergency command, positioning monitoring, and other functions. They also appreciated the entire process of community correction objects from receiving correction, daily supervision, and education assistance to expiration and termination. Everyone greatly appreciated the work of smart community correction. The VR room has aroused great interest among people. Wearing VR devices can allow correctional subjects to experience prison life firsthand, thus cherishing the opportunity of community correction even more. At the symposium, everyone had in-depth exchanges and focused on discussions to diagnose the high-quality development of community correction work, and actively provided suggestions for improving the level of informatization, intelligence, and precision.

Tian Zhiwen, the person in charge of the Community Correction Center in Yingshan County, introduced that in 2022, Yingshan will take the lead in building a fully functional and well-equipped "Smart Correction Center" in the city in accordance with the requirements of the "three zones and eighteen rooms" construction. It will fully utilize its self-service reporting, precise control, intelligent supervision, and visual command functions, and explore and promote online handling of investigation and evaluation, correction connection, and daily supervision.

The Community Correction Center of Yingshan County organized correctional subjects to carry out online "point and order" and "self-service" learning. In the past two years, using the intelligent correction system online education platform, we have pushed 20 issues of educational learning materials, conducted more than 50 psychological assessments on community correction objects in need through the psychological assessment system, and used the VR education platform to immerse 35 correction objects in prison life, sounding the alarm for community correction objects.

The Community Correction Center in Yingshan County strictly implements the daily supervision system, uses positioning systems and the Snowy Project to conduct information-based verification of the activities of community correction objects, and real-time grasp their whereabouts and trajectories. Strengthen the control over key personnel and establish a ledger for key personnel. Tailored personalized correction plans are developed based on the actual situation of each community correctional target, covering psychological counseling, legal education, vocational skills training, and other content. Smooth aid channels to safeguard the legitimate rights and interests of disadvantaged groups

One day in July 2025, Mr. Zhang (pseudonym), a resident of Cuiping Community in Langchi Street, Yingshan County, came to the county legal aid center to report that he had just passed his 100th birthday and that his three sons had serious differences in support issues, which had led to his life being in a difficult situation. The County Legal Aid Center promptly organized the Langchi Legal Service Center and aid lawyers to conduct on-site visits to the elderly's home, listen to their demands, and gain a detailed understanding of their living conditions, economic sources, and the root causes of conflicts between their sons. Through in-depth communication with the elder, the assisting lawyer gained a basic understanding of the case and drafted a complaint on site.

In early August, the People's Court of Yingshan County held a hearing on this case, and the presiding judge presented a proxy opinion, stating that "the obligation of supporting adult children is explicitly stipulated by law, and adult children who have the ability to bear the burden cannot shirk responsibility for any reason. After multiple persuasions from the organizer and the judge, both parties agreed to mediate and reached a consensus that the three sons of the grandfather would take turns taking care of them and pay monthly maintenance fees based on their financial situation. In recent years, the Yingshan County Legal Aid Center has always adhered to the service concept of "providing assistance to the poor, helping the weak, and helping the disabled", further unblocking legal aid channels, continuously lowering the threshold for legal aid, optimizing application processes, simplifying approval procedures, and achieving full assistance for those who need it.
