In recent years, aid cadres and talents from Shunqing District, Nanchong City, Sichuan Province, together with the cadres and masses of Wenchuan County, have been working based on the realities of Tibet-related areas, ethnic regions, and highland mountainous areas. They follow the aid Tibet approach of "blood transfusion plus self-sustaining, strengths complementing weaknesses, and cooperation without taking over." They focus on the "Five Revitalizations," adhere to party-building leadership, prioritize industry, and govern with wisdom. They deeply carry out six major actions including "basic support, industry cultivation, educational protection, medical protection, intellectual support, and county-district cooperation," striving to write a new chapter of high-quality development in Wenchuan.

Adhering to party-building leadership and consolidating service with heart and emotion. The Shunqing District aid Wenchuan team continuously deepens party-building leadership and diverse good governance, listens to the voices of the masses, responds to people's needs, and enhances the happiness and satisfaction of the public with tangible work achievements. First, plan-led joint construction of "one chessboard." The "Comprehensive Pairing Assistance Work Plan" is formulated, and according to the principle of "institutional correspondence, industry proximity, and complementary advantages," 53 district-level departments and townships (streets), 18 schools, and 4 hospitals in Shunqing District have established pairing assistance mechanisms with their counterparts in Wenchuan, creating "point-to-point" pairing relationships to help strengthen grassroots organizations and provide business guidance. Second, frontline assistance deepens "one heart." The aid Tibet team actively carries out "double connection and double advancement" mass work and "I do practical things for the masses" and other practical activities, deeply integrates into the grassroots front line for kinship assistance, and has carried out more than 10 activities such as cherry season "Party flag red + volunteer red" tour guide (purchase) legal policy propaganda, serving more than 500 people, and deeply rooting the consciousness of the Chinese nation community among Shun-Wen cadres and masses. Third, unite efforts to tightly twist "one rope," solidly carry out farmer skills and village broadcasting training, fully implement the "one-on-one" pass-help mechanism, and cultivate local characteristic cadre e-commerce talents. Four rounds of comprehensive pairing exchange learning activities have been held, involving rural revitalization, petition stability, state-owned enterprise management, and talent work, training more than 180 people, and assisting Wenchuan County in successfully creating one provincial rural governance demonstration town and four demonstration villages, and creating five "six-no" peaceful villages at the provincial level and 65 at the state level.

The Shunqing District aid Wenchuan team is based on the local characteristics of Wenchuan and always focuses on promoting the stable increase of income for the masses in Wenchuan County and promoting the development of characteristic advantage industries. First, infrastructure consolidates the "foundation." In combination with the development needs of Wenchuan, more than 7.1 million yuan in assistance funds have been invested to accelerate road repairs in villages such as Zhaogong Village, Xuankou Town, and Sanguan Village, Mianxian Town. Deeply implement the youth palace position improvement, continue to build Wenchuan County Talent Service Station construction and retired cadre activity center transformation assistance projects, create Bazhou Town characteristic agricultural product industrial park, Mianxian Bean Workshop, Yingxiu Tea Workshop, Sanjiang Town beef cattle breeding and other characteristic industry projects, drive farmers' income, and achieve green and sustainable development of the industry. Second, agriculture and tourism integration broadens the "path." Construct the artificial ecological forest in Zhaogong Village, Xuankou Town, combine agricultural production with tourism, promote the integration of agriculture and tourism, and boost the vigorous development of the local tourism industry; promote the transformation of Qiang culture characteristic homestays, the creation of ethnic characteristic food workshops, and the Tibetan Qiang Chinese medicine health care experience, enhance the attractiveness and brand added value of leisure agriculture, rural tourism, and health care culture. Third, e-commerce empowerment makes the "brand" loud. Keep up with the development trend of the "e-commerce" industry, and hold five farmer village broadcast training sessions in core cherry producing areas such as Weizhou Town, Bazhou Town, and Mianxian Town, and create seven "village broadcast bases" in combination with the characteristic products of Wenchuan Xuankou Town tea, Sanjiang Town snowflake beef, and Weizhou Town sweet cherries. Over the past year, it has helped to sell more than 7 million yuan of characteristic agricultural and sideline products, increased village collective income by more than 600,000 yuan, and driven more than 100 households to increase their income.

Adhere to governance with wisdom and spare no effort to improve people's welfare. The Shunqing District aid Wenchuan team has taken practical measures to promote the transformation of grassroots governance towards "smart governance." Effectively promote democratic decision-making of "one matter, one discussion" and the openness of "three affairs," promote democratic decision-making, democratic management, and democratic supervision, and strengthen self-restraint. First, rule of law as the foundation deepens legal aid. Deepen activities such as "Legal Policy into Seven," "Eight Five Legal Popularization," and extend the touch of legal publicity and services to villages (communities) and families. Take the lead in the whole state to propose the construction of county-town two-level "Worry-free Law Garden," strengthen the "Legal Escort Officer" talent team, organize an 83-person village (community) legal aid volunteer service team, and select 14 lawyers with rich practice experience to form a professional service team. Yingxiu Police Station was named as one of the first batch of "Maple Bridge-style Police Stations" in the province. Second, virtue governance as the priority cultivates noble quality. Solidly carry out the "Civilization Four Winds," "Gratitude Sentiment Cultivation," and "Three Graces Education" three major projects, and 77 villages (communities) in the county have successively improved village regulations, resident conventions, and self-governance constitutions, included honesty and trustworthiness in village regulations, group conventions, strengthened the construction of the new era civilization practice center (station, post), innovatively established and used the "Wenchuan·Worry-free Time Bank" point mechanism, improved the urban and rural volunteer service system, and successfully created a provincial-level civilized city. Third, co-governance as the key constructs an interconnected pattern. Play the grid management service mechanism well, formulate special management methods, equip with 137 grid members, and achieve a grid-based management service system of "one grid, one member." Actively mobilize "two representatives, one committee member," retired cadres to supervise and discuss politics, mobilize the strength of women, volunteers, social organizations, etc., make good use of mechanisms such as counterpart support, counterpart assistance, regional cooperation, and school-university co-construction, and build a new pattern of grassroots governance participated by the whole society.
