On the morning of August 10th, the Ecology and Environment Bureau of Nanchong City held a press conference to introduce the significant significance and core institutional highlights of the Ecological Environment Code of the People's Republic of China (hereinafter referred to as the "Code"), and to report on the key work arrangements for the city's learning, publicity, and implementation.

Wang Jiugang, member of the Party Group and Deputy Director of the Municipal Ecological Environment Bureau, pointed out at the press conference that the Code has achieved a fundamental transformation from decentralized legislation to system integration, established a new governance model from end of pipe governance to system governance, and demonstrated China's wisdom from domestic practice to international leadership. He introduced that the most core institutional innovation of the Code focuses on five aspects: a clearer orientation towards people's livelihoods, comprehensive strengthening of system governance, integrated standardization of green development, increased rigidity in regulatory enforcement, and improvement of diversified governance mechanisms. In response to the implementation of the city's ecological environment system, Nanchong has established the overall idea of "adhering to one guidance, grasping three main lines, focusing on four key points, and achieving three improvements", which is fundamentally guided by the ideas of ecological civilization and rule of law, adhering to the integration of learning and application, systematic governance and service development, and ultimately achieving a significant improvement in the level of ecological governance legalization, regulatory efficiency and public sense of gain.

The vitality of the rule of law lies in its implementation. The relevant department heads have conducted in-depth interpretations on the highly concerned areas of green low-carbon and noise pollution prevention and control in the Code. Hu Jianguo, Director of the Economic Development Zone Branch of the Municipal Ecology and Environment Bureau, stated that the "Green and Low Carbon Development" section is specifically set up in the Code, which not only promotes the transformation of production and consumption patterns through legal means to strengthen source governance, but also fills the legislative gap in green transformation in key areas such as industry and energy, and promotes collaborative governance among various entities. He candidly stated that the Economic Development Zone will use the Code as a benchmark to strengthen the defense line for park access, consolidate the foundation of environmental protection through constraints, and comprehensively promote the green upgrading of the park. Li Jiao, a staff member of the Atmospheric Environment and External Cooperation Department of the Municipal Ecological Environment Bureau, focuses on the prevention and control of noise pollution, pointing out that the Code breaks the traditional single regulatory model, and comprehensively improves the legal level of noise control by innovating the recognition standards, refining the four types of noise control, strengthening law enforcement authority, and clarifying the division of responsibilities.

The vitality of a system lies in its execution. Next, the Ecological Environment Bureau of Nanchong City will take the implementation of the Code as an opportunity to focus on six aspects of work, including continuous promotion of learning and publicity, improvement of institutional mechanisms, and strict regulation of civilized law enforcement. By coordinating pollution prevention and control, accelerating green transformation, building a solid environmental risk defense line, strictly fulfilling duties in accordance with the law, safeguarding the clear waters of the Yangtze River and the green mountains on both sides of the Yangtze River in the southern section of Jialing River, continuously improving the ecological environment quality of the city, and striving to build a beautiful Nanchong with bluer sky, clearer water, and greener land.
