On the afternoon of March 2nd, the News Office of Nanchong Municipal People's Government held a press conference to deeply interpret the relevant situation of the "Six Measures to Stabilize the Scale of New Birth Population in Nanchong City". In order to stabilize the scale of new birth population, a series of support policies were launched in terms of marriage assistance, childbirth care, housing subsidies, consumption subsidies, vacation support, education reduction and exemption, and childbirth reward policies.
At the press conference, Ren Jieping, Secretary of the Party Group and Director of the Health Commission of Nanchong City, introduced the main contents of the policy. The policies are mainly divided into three categories: firstly, in terms of the cost of childbirth, marriage assistance and childbirth care measures are introduced. First marriage families can enjoy up to 2000 yuan of housing loan interest subsidies, second and third children can receive government fully purchased supplementary medical insurance, and union member families can receive up to 4800 yuan of condolence items according to the number of children they have. Secondly, in terms of reducing the burden of raising children, families with two or three children will receive a new house purchase subsidy of 50000 yuan and 100000 yuan respectively, and multiple children can apply for a maximum subsidy of 150000 yuan. The subsidy can also be used to purchase parking spaces and commercial office buildings; At the same time, a child rearing consumption subsidy and a maximum of 25000 yuan car consumption subsidy will be issued, and vacation policies such as marriage leave, maternity leave, and parental leave will be implemented to encourage enterprises to set up "maternity friendly posts". Thirdly, in order to alleviate educational pressure, the policy of "accompanying the elderly and young to school" will be implemented, allowing multiple children to attend the same school as a whole. Second and third children can also enjoy reductions in preschool education fees and compulsory education after-school service fees, and special additional deductions for personal income tax will be implemented.
In response to how policies can be accurately implemented, Nanchong has also launched four major guarantee measures: the first is a one-stop window for handling. Each county (city, district) government service center will establish a "one-stop" service window for fertility policies, which can handle matters such as housing subsidies, medical insurance, and education expense reductions. Child identification can be accepted, applied for, and completed in one window. The second is a platform for "fingertip processing". Based on the "Healthy Nanchong" WeChat mini program, a "Stable New Birth Population Scale Reward System" has been established, which allows for policy inquiries, reward applications, and progress tracking with just a few clicks. You can log in and handle it from April 10th, 2026. The third is a hotline that provides answers to all questions. Each county (city, district) has opened a consultation service hotline, arranged dedicated personnel to answer questions from the public in a timely manner, and tracked and solved problems reflected. The fourth is a set of training for 'everyone proficient'. We will provide comprehensive business training for grassroots staff to ensure that every window staff and operator understands policies, is familiar with procedures, and knows how to operate, bridging the "last mile" of policy implementation.
It is reported that this policy has presented three distinct highlights: pioneering, systematic, and differentiated. Ren Jieping stated that Nanchong's policy is not about "following along", but rather has its own initiative. The support policies for childbirth within and outside the province are mostly focused on the childbirth process, while Nanchong has extended to marriage assistance and provided financial subsidies for personal housing consumption loans for couples who register for their first marriage. Nanchong's policies are not fragmented, but a complete and systematic system. Interest subsidies, maternity insurance, housing subsidies, consumption subsidies, vacation support, and education exemptions - policies cover the entire process from young people getting married and starting a family to children's birth, upbringing, and education. The design of Nanchong's policy does not involve a comprehensive universal benefit system, but rather highlights key areas and focuses on precise efforts. For example, housing subsidies, consumption subsidies, car purchase subsidies, and education exemptions are mainly distributed to families with two or three children, with three child families having a stronger sense of gain.
It is worth noting that the scope of this policy is applicable to the first child, the second child, and the third child who are married and born between January 1, 2026 and December 31, 2028, and the couple or one of them is a registered residence population of Nanchong City.
