Nanchong, Sichuan: Multi sector collaboration promotes the construction of a "waste free city"

On the morning of October 23rd, the Office of the Special Working Group for the Construction of a "Waste Free City" in Nanchong City, Sichuan Province held a press conference on "Nanchong City's 2025 'Waste Free City' Construction" at the Municipal Ecological Environment Bureau. The meeting was chaired by Chen Jiao, Deputy Director of the Environmental Emergency and Accident Investigation Center of the Municipal Ecological Environment Bureau.

According to Li Bole, a member of the Party Group and Deputy Director of the Municipal Ecology and Environment Bureau, the goal of building a "waste free city" in Nanchong is to achieve a good level of general industrial solid waste generation intensity by 2028, fill the gaps in solid waste utilization and disposal facilities, improve the solid waste collection, transportation, and disposal system, and build 350 "waste free city cells", basically realizing the modernization of solid waste management system and management capacity.

In 2025, under the strong leadership of the Municipal Party Committee and Municipal Government, the Office of the Special Working Group for the Construction of a "Waste Free City" in the city will establish a sound working mechanism, strengthen the reduction, resource utilization, and harmless disposal of solid waste at the source, orderly promote the prevention and control of solid waste pollution in industries such as industry, agriculture, construction, hazardous waste, and renewable resources, actively carry out the construction of "waste free city cells", and initially form the concept of "waste free" in the city.

Tang He, member of the Party Group and Deputy Director of the Municipal Bureau of Economy and Information Technology, introduced the work of green and low-carbon development of industries in Nanchong City. As of now, the city has built 2 national level green factories and 2 green parks, cultivated 7 provincial-level green factories, 4 green parks, and 1 green supply chain management enterprise; Successfully approved 2 provincial-level pilot parks for near zero carbon emissions and 3 pilot parks for green, low-carbon, and circular transformation. From January to August 2025, the revenue of green and low-carbon advantageous industries reached 26.352 billion yuan, a year-on-year increase of 14.9%.

Yao Lianwu, Chief Agronomist of the Municipal Agriculture and Rural Bureau, introduced the work of resource utilization of livestock and poultry manure in Nanchong City. As of now, a total of 1.45 billion yuan has been invested in the city to build 9 centralized fecal treatment centers. More than 2000 livestock and poultry farms are equipped with facilities for fecal collection, treatment, and storage. 662000 cubic meters of field manure storage tanks have been built, more than 2370 kilometers of fertilizer and water pipelines have been laid, and more than 500 transport vehicles have been purchased. The utilization rate of livestock and poultry manure resources in the city has reached 93%.

Zhao Wenju, member of the Party Group and Deputy Director of the Municipal Bureau of Commerce, introduced the recycling and utilization of renewable resources in Nanchong City. The city is promoting the integration of the two networks and supporting the construction of smart recycling facilities by companies such as Nanchong Green Source Environmental Protection Co., Ltd. and Nanchong Zhongyuanxing Renewable Resources Co., Ltd. As of now, there are a total of 13 sorting and processing centers for renewable resources and 5130 urban and rural recycling stations in the city. From January to September this year, a total of 362000 tons were recycled, and the utilization rate of domestic waste reached 37.8%.

Feng Zhicai, Secretary of the Party Committee of the Municipal Urban Management Administrative Law Enforcement Bureau, introduced the work of urban construction waste resource utilization in Nanchong City. The city has formulated the "Special Plan for Environmental Prevention and Control of Urban Construction Waste Pollution in Nanchong City (2025-2035)", vigorously promoting the construction of construction waste resource utilization capacity. As of now, the city has built 7 construction waste resource utilization plants with a designed processing capacity of 1.7 million tons per year, and the city's construction waste resource utilization rate has reached 73.12%.
