Peng'an, Sichuan: Implementing the 'Six Comprehensive Areas' and Drawing Three Scrolls to Promote High Quality Development

On August 28th, the Information Office of Nanchong Municipal Government in Sichuan Province held a themed press conference on "Fully Winning the Economic Development Turnaround and Accelerating the Construction of the Provincial Economic Sub center" (Peng'an Special Session).

Peng'an is located in the northeast of Sichuan Province, in the middle reaches of the Jialing River. It is the hometown of Sima Xiangru, a great poet of the Western Han Dynasty. It is also a major grain producing county, a major county for pig farming, a demonstration county for "safe agricultural machinery" in China, and one of the first pilot counties for promoting high standard farmland construction in the whole region and an advanced county for rural revitalization at the provincial level.

At the press conference, Jiang Pengcheng, member of the Standing Committee of Peng'an County Committee and Deputy County Mayor, provided a detailed introduction to the overall framework and systematic path of implementing the "Six Comprehensive" strategy in Peng'an County. He stated that Peng'an is taking the promotion of high standard farmland construction, green development of agriculture, mechanization of agriculture, integration of production, processing and sales of agriculture, promotion of the development model of Yangjiaozui Village, and the construction of beautiful rural areas as the core focus, striving to paint three new rural landscapes of the new era.

Draw a "Grain and Oil Orchard Map" and achieve it through promoting high standard farmland construction and promoting green agricultural development across the entire region. As one of the eight pilot counties in China and the only one in the province to promote the construction of high standard farmland in the whole region, Peng'an adheres to high starting point planning, high standard construction, high-level management and protection, and efficient utilization, and has built more than 300000 mu of high standard farmland with "square fields, block land, connected roads, connected canals, drought irrigation, and flood drainage". At the same time, Peng'an focuses on cultivating 19 "two products and one standard" agricultural products, among which Peng'an radish and Peng'an rice have been awarded the "National Famous, Special and Excellent New Agricultural Products", and "Peng'an Jincheng" has been included in the "China Agricultural and Agricultural Product Memory Index List" and "China Agricultural Product Brand List", basically forming a modern agricultural green system with grain as the main product, grain economy coordinated, green ecology, high quality and efficiency.

Draw the "Industrial Prosperity Park Map" by promoting agricultural mechanization and integrating production, processing, and sales across the entire region. Peng'an takes the successful establishment of a national demonstration county for safe agricultural machinery as a new starting point, and constructs a three-level service system of "county, township, and village". The comprehensive mechanization rate of major crop cultivation and harvesting has exceeded 85%. At the same time, we will adhere to the industrial concept to focus on agriculture, forming a complete industrial chain of grain, oil, pigs, fruits and vegetables. We will plan and construct a 2000 acre agricultural product deep processing park in the industrial park, cultivate 18 key leading enterprises in agricultural industrialization at or above the city level, and the output value of the agricultural product processing industry will soon exceed 10 billion yuan.

Draw a "Poetry and Painting Home Map" to depict the development model of Yangjiaozui Village and the construction of beautiful countryside through comprehensive promotion. Yangjiaozui Village has achieved an annual collective economic income of over 1.2 million yuan through party building guidance and mechanism innovation, and its experience and practices have been promoted at the provincial level. Through the global promotion of this model, the collective economic income of the villages in the county has increased by more than 15% annually, and the villages with an annual income of more than 100000 yuan account for one third of the county. At the same time, Peng'an has deeply studied and applied the experience of the "Ten Million Project", implemented the three revolutions of "toilets, sewage, and garbage", and integrated the "road, water, electricity, gas, and communication" strong foundation projects. The ecological wonder of "a hundred cows crossing the river" has frequently appeared, similar to the street's Youfanggou community being rated as a national rural tourism key village, and the rural landscape has been revitalized.

In addition, Peng'an County also briefly elaborated on how to innovate and practice in the construction of high standard farmland in hilly areas, accelerate the integration of production, processing, and sales of agricultural products, promote specific measures for digital marketing, and promote the deep integration of agriculture, culture, and tourism development.

This press conference comprehensively demonstrated the systematic thinking, innovative practice, and firm determination of Peng'an County in exploring new paths for high-quality development of agriculture and rural areas, providing a vivid county-level practice case for the city to "fully win the economic development turnaround and accelerate the construction of the provincial economic sub center".
